How do you become a mod?

I was wondering how to become a mod if you would like to be one. I have seen several people out there that aren't mods that should be like cutriss, and I was wondering if some people reccommend you to be a mod, is that how it works? I ask because there are a lot of Trick Members, a few light, and seldom heavy.
